Abstract This study examines the social legitimacy conditions for public-private partnerships (PPPs) in offshore transmission grid development. Offshore transmission grids are strategic infrastructures with public-good and natural-monopoly characteristics; therefore, private participation may raise concerns over privatization, public control, system operation, and local acceptance. A two-round Delphi survey was conducted with experts from government, power system operation, industry, finance, and academia. The first round identified key issues through open-ended questions, and the second round assessed importance, feasibility, content validity, response stability, and inter-group differences. The results show broad agreement on the need for PPPs, but experts emphasized public system operation, independent regulation, fair access rules, reasonable return mechanisms, local benefit sharing, and procedural participation. The OFTO (Offshore Transmission Owner) model was evaluated as less feasible in Korea. The findings suggest that social legitimacy should be secured through a hybrid governance design rather than private participation alone.
